The proposed PDA will freeze the zoning and division of waterfront lands for a period of 20 years, providing the developer with zoning and subdivision security. In return for this security, the PDA sets the proposed phasing of waterfront land, the requirement to provide a community in the form of development-related parks and sidewalks, and other conditions that will allow for the future development of the peninsula. The Phased Development Agreement (PDA) Authorization Bylaw defines the conditions under which development can take place on the waterfront. Phaser development agreements, as described in S905.1 of municipal law, are a vehicle by which a municipality may consider the possibility of zoning and subdivision of a particular parcel or land for a specified period of time, in exchange for amenities and other considerations advantageous to the municipality. The proposed PDA has a 20-year period that seeks the approval of the municipal inspector. The key to the province`s approval was the participation and support of the Skwxw-7mesh (Squamish) and Lal-wat Nations, whose traditional activities are Whistler Blackcomb. The province and Whistler Blackcomb, in close collaboration with the nations of Squamish and L`wat, have worked together to establish these permits to ensure that all parties and their respective communities will benefit from the next 60 years of their activity. In this regard, the province and Whistler Blackcomb have entered into agreements with the Squamish and Lel-wat nations to ensure that nations are involved in success. A station master plan will be finalized as soon as a formal station proposal has been approved and an interim agreement has been signed between the provincial government and the supporter. The interim agreement sets the conditions for its preparation and approval. Master development agreements are legal contracts, so the province is contractually bound for a period of 50 to 60 years. As legal contracts, the province cannot unilaterally amend the provisions without the consent of the MDA holder.
